Disaster preparedness is a set of actions aimed at reducing the loss of life and livelihoods in the event of a disaster. It involves preparing for, responding to, and recovering from disasters. Community participation and ownership in disaster risk management are key factors in reducing vulnerabilities and minimizing disaster losses. Communities are the first responders, and with their greater contextual familiarity with hazards and local resources, they are in a better position to plan and execute immediate rescue and relief actions.
In addition to communities, Panchayati Raj Institutions (PRIs) also play a proactive role in all stages of disaster management, including prevention, mitigation, preparedness, response, restoration, rehabilitation, and reconstruction work. This includes livestock management, health and sanitation measures, organizing health camps, etc.
Recognizing the importance of PRIs' involvement in disaster management and following the guidelines of the Odisha State Disaster Management Authority (OSDMA), Vikash has been preparing Village Disaster Management Plans (VDMP) by involving representatives from Panchayati Raj Institutions (PRIs) across 718 villages under 188 Gram Panchayats in 14 districts of Odisha. These PRIs are members of the Village Disaster Management Committees and play a vital role in the pre-disaster, during-disaster, and post-disaster phases. They analyze disaster risks and prioritize key activities to be undertaken for disaster risk mitigation.
